According to Мінфін — Крипто/Фінанси: From January to June 2026, taxpayers contributed a total of 347.2 billion UAH in personal income tax to budgets at all levels—an increase of 54.9 billion UAH compared to the same period last year. This represents an 18.8% rise over the 292.3 billion UAH collected in the first half of 2025. For context, personal income tax is a key revenue source for Ukraine, directly funding public services and regional development.

Of the total amount, 166.2 billion UAH was allocated to local budgets. Compared to the first half of 2025, local budget revenues grew by 20.5%, reflecting a steady increase in funding for municipal authorities. This boost can support infrastructure projects and social programs at the community level.

Regional Variations in Tax Collection

The highest personal income tax payments came from Kyiv, totaling 82.7 billion UAH. Dnipropetrovsk Oblast ranked second with 33.9 billion UAH, followed by:

  • Lviv Oblast – 24.1 billion UAH
  • Kyiv Oblast – 21.7 billion UAH

These figures highlight regional differences in economic activity and the tax base across Ukraine.
