Ukrainian apartment owners with individual heating in apartment buildings are required to pay for heating services in common areas, even in the absence of radiators. Expert Oleg Popenko explained why these payments cannot be avoided and how Resolution No. 315 works.
This is stipulated at the state level according to Resolution No. 315: regardless of the conditions, owners of apartments with individual heating in apartment buildings must pay for heating in common areas, even if they lack radiators.
According to the legislation, all residents of apartment buildings, even with autonomous heating, are required to pay for heating in common areas. Resolution No. 315 clearly regulates this process, leaving no room for avoidance of payment.
The expert emphasized that the absence of equipment in the building or a separate entrance to the apartment does not exempt owners from paying for heating. He urged owners to consider these mandatory contributions when budgeting for utility services, as currently it is impossible to evade them.
Experts emphasize that legislation in the field of housing and communal services and energy needs serious improvement, as it often works to the detriment of consumers. Changes and improvements in this area are extremely important.
