Ukraine Facility: Ukraine and the EU signed a Memorandum on the control of financial aid utilization.
The Minister of Finance of Ukraine, Serhiy Marchenko, held a meeting with representatives of the Audit Council of the Ukraine Facility - Marek Belka, Heise de Vries, and Gunnar Weltzholc. The European Commission established the Audit Council in June 2024 to ensure transparency and effectiveness of financial aid under the Ukraine Facility. The Ukraine Facility provides for the allocation of 50 billion euros to Ukraine by 2027, of which 38.27 billion euros is in budget support.
The European Commission completed the formation of the Audit Council of the Ukraine Facility in February 2025, appointing three experts in financial control and management. The Ministry of Finance of Ukraine has taken on the responsibility for auditing the implementation of the Ukraine Plan for the realization of the Ukraine Facility.
The Ministry of Finance and the Audit Council signed a Memorandum, which became the foundation for cooperation between them. This will contribute to strengthening the financial management and control system, as well as ensuring transparency in the implementation of the Ukraine Facility through the exchange of information and reports, as well as conducting close dialogue between the institutions.
'International support is an important tool for financial stability in wartime. Ukraine has received significant budget support from the EU, which demonstrates solidarity and confidence in our state. Transparency and accountability in the use of donor funds are important aspects of our collaboration. The Ministry of Finance is ready to cooperate with European partners for effective use of the aid,' said Serhiy Marchenko.
By the end of 2024, 16.1 billion euros have already been received in the state budget of Ukraine under the Ukraine Facility program. In the coming days, the next tranche of 3.5 billion euros is expected.
