Inside the VIP Trains: How Ukraine's Railways Host World Leaders Like Biden and Macron.
Ukraine's VIP Rail Carriages for Dignitaries
According to Novyny.live: Ukrzaliznytsia, Ukraine's state railway, has outfitted special VIP carriages to transport foreign leaders visiting Kyiv during the ongoing war. These secure and comfortable carriages are designed for the safe transit of high-ranking officials arriving in the country.
The VIP carriages are equipped with:
- wooden paneling
- sleeping compartments
- a conference room
- a library
- a bathroom
- a kitchen
Each carriage can accommodate up to eight people and features a double bed to ensure a high level of comfort during the journey. Trains carrying foreign delegations typically depart at night, with the carriage windows blacked out for added security and privacy.
Notable Passengers and Routes
Foreign leaders who have traveled in these carriages include Joe Biden, Boris Johnson, Emmanuel Macron, Friedrich Merz, Petr Pavel, and Mark Rutte. VIP routes have included:
- Kyiv–Lviv
- Odesa–Lviv
- Odesa–Kharkiv
- Kyiv–Dnipro
Until 2024, these first-class carriages were also available to regular passengers for an additional fee, ranging from 16,000 to 34,000 Ukrainian hryvnias. This service highlights the railway's dual role in serving both state diplomacy and premium civilian travel.
Despite this specialized infrastructure for VIP transport, Fitch Ratings has downgraded Ukrzaliznytsia's long-term credit rating to RD (Restricted Default). This indicates a severe financial strain on the company, which could impact its future operations.
The preparation of VIP carriages for foreign leaders demonstrates Ukraine's commitment to providing high-level service and security for its allies during wartime.
However, the railway's credit rating downgrade points to the serious financial challenges it faces, which may constrain its capabilities going forward. This situation underscores the broader tension between maintaining critical national infrastructure and achieving financial stability amid a prolonged crisis.
