The government prepares the 2026 budget under war conditions: where will they get 45 billion dollars.
The Ministry of Finance of Ukraine plans to attract 45 billion dollars in external funding to build the state budget for 2026, considering the continuation of the war. This was stated by the head of the Ministry of Finance, Serhiy Marchenko, during the presentation of the government action program.

'We currently have no other option but to pursue an alternative scenario that foresees the continuation of the war throughout 2026,' said Marchenko.
The minister noted that if successful negotiations and an understanding that the conflict will end by the end of the year occur, changes will be made to the budget for 2026. 'For now, we need to be pragmatic, so we plan for the continuation of hostilities throughout all of 2026,' he added.
Ukraine is negotiating with key partners regarding funding, including the G7 and the European Union. Also, earlier, US President Donald Trump expressed a condition for how Ukraine could immediately end the war and warned that if there is disagreement, territorial concessions could lead to additional territorial losses.
The Ministry of Finance of Ukraine plans to attract significant financial resources from external sources to fill the state budget for 2026, adapting to the conditions of the ongoing conflict. This step is driven by the necessity to prepare for possible difficulties and ensure the stability of the country's financial situation in the uncertain conditions of war.
