Streamlined Housing Support for Displaced Persons

According to Novyny.live: The Ukrainian government has simplified the process for providing temporary housing to internally displaced persons (IDPs). Charitable and non-governmental organizations can now lease state and municipal property at a preferential rate of just 0.01 of the standard calculated rent. This significant step aims to support the millions of Ukrainians who have been forced to flee their homes due to the ongoing war.

Furthermore, state and municipal institutions can lease property for one hryvnia per year without holding an auction. Commercial entities with over 50% state ownership may also transfer real estate for IDP housing at a similar symbolic rate. These measures are designed to rapidly address the urgent housing needs of those facing difficult circumstances.

Updates to Ukraine's Housing Policy

These housing policy updates also introduce a rent-to-own mechanism. According to the new law No. 12377, citizens have the opportunity to eventually own the apartments they rent without hidden overpayments. This could substantially improve living conditions for many families currently in need of support.

To prevent potential abuse of the new system, the government has established specific requirements. Key concerns that the rules aim to address include:

  • systematic non-payment of rent,
  • using housing for purposes other than intended,
  • property damage,
  • and creating a nuisance for neighbors.

Therefore, the implementation of these new rental terms will be accompanied by monitoring to ensure compliance, safety, and comfort for all residents. The changes represent a crucial effort to alleviate the immense strain on Ukraine's housing infrastructure caused by the war.
