Draft Law Targets E-Scooter Users

According to Espreso.tv: A legislative proposal, crafted with input from the Ministry of Development and members of parliament, is set for review in Ukraine's Verkhovna Rada. Its primary goal is to officially classify e-scooter riders as participants in road traffic. The document outlines usage rules, mandating travel on bike lanes, the right edge of the roadway, or the shoulder.

The bill also prohibits operating an e-scooter while intoxicated and using a phone while in motion. Additionally, nighttime riding will require active lighting and reflective elements. Notably, no separate driver's license category is planned for e-scooter users.

Accountability and Enforcement

The legislation further clarifies the division of liability between e-scooter riders and rental service providers. In 2023, the Verkhovna Rada already took a significant step by recognizing e-scooter users as traffic participants, paving the way for this regulation. Penalties for e-scooter drivers in Ukraine now include:

  • fines
  • license suspension
  • criminal liability

The draft law is currently awaiting parliamentary consideration.

This initiative marks a crucial move toward creating a safer environment for all road users, as e-scooters grow increasingly popular across Ukraine. Regulating their use could help reduce the number of traffic accidents involving e-scooters and foster greater rider accountability.
