In Ukraine, 'zero' customs clearance may return, but not for everyone.

Ukrainian combat veterans and war disabled individuals can receive a discount on the customs clearance of their vehicle. Bill No. 13058, which proposes such zero customs clearance for this category of citizens, is being considered in the Verkhovna Rada. If the law is adopted, veterans and disabled persons will be able to clear one vehicle with a zero rate.

In 2022, all Ukrainians had the opportunity to clear their vehicles free of charge. Currently, customs duties on imported cars are a significant source of income for the state budget. The proposed bill offers benefits only for individuals with disabilities incurred during the war or service in the Ukrainian army.

The benefits include exemptions from customs duties, excise taxes, and VAT when importing various types of vehicles. These exemptions are granted to combatants, individuals injured while ensuring the country's security, war veterans, as well as citizens who transferred their vehicle to a military unit.

However, it is worth noting that the exemptions do not apply to vehicles from aggressor states or from occupied territories of Ukraine. The duration of the benefits program is limited by martial law and lasts until December 31 of the year following the year of the cancellation of martial law.
