In Ukraine, pension payments may be suspended: who will be affected.

Due to government inaction, pensioners may be left without pensions. The Cabinet is not implementing the law on the calculation of insurance experience and pension provision that came into effect in June 2024. Sergey Korobkin, an expert on pension issues, explains that the law allows for the possibility of suspending pension payments to pensioners who are abroad, but without agreements with other countries, this is not possible.

The law allows pensioners who are temporarily abroad to receive pensions until December 31, provided they pass identification, but the Cabinet has not yet approved the payment procedure. The Minister of Social Policy, Darya Marchak, promises to prepare a relevant draft resolution, while Ombudsman Dmitry Lubinets demands the adoption of a regulatory legal act to address the problems faced by pensioners who cannot return to Ukraine due to the war.

The accumulative pension system in Ukraine

In 2025, the implementation of an accumulative pension system is planned. Under this draft law, employers, employees, and the state will pay 2% for three years, and then 1% to finance the system.

It is also worth noting that pension payments may be suspended in four cases: providing false information, death of the recipient, absence of payments for six months, and moving to a country with which Ukraine does not have a pension agreement.

48.5 billion hryvnias were allocated for pension payments, of which 8.4 billion through Ukrposhta and 40.1 billion through banks. Problems with pension payments arise in some banking institutions, including card blocks and delays in payments to pensioners.
