Filing Income Declarations in 2025
According to Novyny.live: Ukraine is currently in the midst of its income declaration period for 2025, with the standard deadline set for April 1, 2025. Certain military personnel have been granted an extended window to submit their declarations until March 31, 2026. Mandatory income reporting applies to the following groups:
- leadership within the Ministry of Defense;
- active-duty service members;
- members of military medical commissions;
- personnel at territorial recruitment and social support centers;
- individuals involved in defense procurement activities.
Categories of Military Personnel Required to Declare
The following groups of military personnel must submit an income declaration:
- top officials of the Ministry of Defense, including ministers and their deputies;
- service members working within the administrative structure of Ukraine’s Ministry of Defense;
- members of military medical and flight medical commissions;
- staff at territorial recruitment and social support centers;
- those engaged in the procurement of goods, works, and services for defense purposes.
At the same time, some military personnel are exempt from the declaration requirement during the period of martial law. This policy aims to simplify the reporting process for those serving in active combat zones. The authorities are seeking to account for wartime realities and reduce unnecessary administrative burdens on service members.
Submitting income declarations under martial law represents a key step toward ensuring financial transparency in Ukraine, especially within the defense sector.
