Fraud Schemes in Shelter Construction Exposed

According to Novyny.live: Authorities in Ukraine have uncovered large-scale embezzlement schemes tied to the construction of shelters for schools and military facilities across four regions. These fraudulent activities resulted in losses of 81 million hryvnias (approximately $2.2 million) to the state. The investigations were carried out in Dnipropetrovsk, Chernihiv, Chernivtsi, and Poltava oblasts. This case highlights ongoing concerns about corruption in public infrastructure projects during wartime.

In Dnipropetrovsk and Chernihiv, an organized group was found to have siphoned off 47 million hryvnias. Meanwhile, losses in Chernivtsi and Poltava totaled 34 million hryvnias. Earlier this year, officials in Kherson and Khmelnytskyi regions also faced suspicions of embezzlement in shelter construction, with damages exceeding 23 million hryvnias.

The schemes were uncovered during a review of government procurement processes, according to Ruslan Kravchenko. He made a strong statement:
