A special adaptation program for internally displaced persons has been launched in Ukraine.


The Ministry of Development of Communities and Territories of Ukraine is developing a new comprehensive program aimed at addressing the issues of internally displaced persons and the reintegration of temporarily occupied territories. The program covers all aspects of internal displacement, including housing issues. It also provides access to educational, social, and medical services, as well as creating opportunities for entrepreneurial activities for those who have moved to a new place of residence.
Particular attention in the program is focused on preserving the identity of displaced persons from temporarily occupied territories. The presentation of the program will take place after its approval by the President of Ukraine and with the participation of interested stakeholders. According to government data, more than 19% of the territory of Ukraine is temporarily occupied, which has led to the displacement of more than 2.8 million people. However, there are discrepancies regarding the number of internally displaced persons. According to the registers of the Ministry of Social Policy, there are 4.6 million, while the International Organization for Migration mentions 3.5 million. The Ministry of Development of Communities and Territories, together with the Ministry of Social Policy and the Ministry of Digital Transformation, is working on updating the registers of internally displaced persons to have reliable data for shaping effective state policy.
