According to inkorr.com: Most Ukrainian enterprises plan to increase salaries for their employees in the coming year, according to a survey conducted by the National Bank of Ukraine in the third quarter of 2025. This information

is reported by RBC-Ukraine.

The survey titled 'Business Expectations of Enterprises in Ukraine' showed that 55.7% of respondents expect an increase in labor costs per employed worker. In comparison: in the second quarter, this figure was 49.8%, in the first quarter – 60.1%, and at the end of 2024 – 56.5%.

In which industry is the most expected salary growth for employees

The most optimism was shown by agricultural sector enterprises, while companies in the extraction industry demonstrate more cautious sentiments. Experts believe that such trends indicate a stable recovery of the economy and an increase in demand for labor.

The survey was conducted from July 31 to August 28, 2025, involving 669 enterprises from 21 regions of Ukraine (excluding temporarily occupied territories). The National Bank emphasized that the results reflect the expectations of business leaders, not the official position of the regulator.

Average salary of employees in Ukraine

According to the State Statistics Service, the average salary in 2024 increased by 23.1% and amounted to 21,473 hryvnias. The Ministry of Economy forecasts that in 2025 this figure will rise by another 20.6% – to 25,886 hryvnias (before taxes).

Key findings:

  • more than half of enterprises plan to increase salaries;
  • the most optimistic sentiments are in agriculture;
  • the extraction industry shows the lowest expectations;
  • the average salary in 2025 may exceed 25 thousand hryvnias.

Thus, despite the challenging economic conditions, Ukrainian businesses are gradually restoring their development pace and are ready to invest in their employees. This indicates hopes for positive changes in the economy and opportunities for improving working conditions in the future.
