The Parliament has approved a law on the quality of communication: what will change for Ukrainians

According to inkorr.com: Today, during a session of the Verkhovna Rada, deputies approved draft law No. 12094 aimed at improving the quality of mobile communication and providing Ukrainians with fast and stable internet in all regions of the country. This was reported by

"Glavkom"
citing the broadcast of the parliamentary session.

This draft law, which has already passed its first reading, introduces important changes that will help Ukraine adapt to European standards for measuring internet quality (ETSI).

Key changes in the law

  • Minimum speed: For the first time, a minimum data transmission speed is defined, which will become the quality criterion for mobile communication. Operators are required to adhere to these standards.
  • Crowdsourced monitoring: A system will appear that allows users to assist the regulator in checking network quality. Ukrainians will be able to use a special speed test on their smartphones.
  • Response to problems: Information about speed will be transmitted to the regulator (NKEK), allowing for a quick response to problems.
  • Stability of connection: New rules establish that the connection will remain stable even during emergencies.
  • National roaming: Even after the end of martial law, national roaming will remain active in crisis situations.

Minister of Digital Transformation Mykhailo Fedorov previously emphasized that this law will provide quality communication in both cities and rural areas as well as along roads.

New security profile in the industry

It is known that the Ministry of Defense has approved a new industry security profile that establishes minimum cybersecurity standards for all information systems within the ministry. This information is backed by

"Glavkom"
citing the defense ministry.

By order No. 692/nm dated October 15, the security profile has been approved, containing rules for protecting systems that process open, confidential, or official information. The document defines minimum cybersecurity requirements for the systems of the Ministry of Defense, the Armed Forces of Ukraine, and the State Special Transport Service.

The Verkhovna Rada has approved a draft law that will contribute to improving the quality of mobile communication and the internet in Ukraine. This law will provide Ukrainians access to fast and reliable communication in any part of the country. At the same time, the Ministry of Defense has implemented new cybersecurity rules for information systems to reliably protect confidential information from cyber threats.
