Ukraine's Parliament Issues Global Appeal on War Anniversary with 308 Votes.
Ukrainian Parliament's Appeal to the International Community
According to Novyny.live: On February 24, marking four years since Russia's full-scale invasion began, Ukraine's Verkhovna Rada passed a resolution calling on foreign states and international organizations for action. The appeal, backed by 308 members of parliament, urges the global community to unite in restoring damaged Ukrainian energy infrastructure and to intensify economic, political, and diplomatic pressure on Russia, Belarus, Iran, North Korea, and other states supporting Russian aggression. This call comes as Ukraine seeks to maintain international focus and support for its defense.
Data released during the parliamentary session revealed the scale of the assault in 2025: Russia launched over 60,000 guided aerial bombs, approximately 2,400 missiles of various types, and more than 100,000 attack drones against Ukraine. This relentless bombardment has had a devastating human cost, with civilian casualties rising by 31% compared to 2024 and by 70% compared to 2023. In 2025 alone, at least 2,536 Ukrainian civilians were killed and another 12,162 were wounded.
Key Demands from the Verkhovna Rada
The parliament also highlighted that air raid alarms sounded across Ukraine at least 19,033 times in 2025. In its appeal, the Verkhovna Rada presented a series of demands to the international community, including:
- Providing Ukraine with reliable, legally binding security guarantees;
- Increasing military assistance;
- Compelling Russia to agree to a complete ceasefire;
- Banning entry to free-world countries for Russian citizens who participated in the armed aggression against Ukraine;
- Demanding Russia release all captured and deported Ukrainian citizens;
- Strengthening countermeasures against Russian propaganda.
By issuing this statement, Ukraine's parliament used the somber anniversary to underscore the critical need for sustained global backing in confronting the ongoing invasion. The appeal represents a strategic effort to galvanize international action and solidarity, framing continued support as essential for regional stability and justice.
