New Requirements for Obtaining a Deferment Through the Reserve+ System

According to Espreso.tv: Beginning November 1, 2025, the Ukrainian Ministry of Defense is rolling out updated online deferment procedures through the Reserve+ system. These changes introduce fresh criteria for individuals seeking to apply for or extend their deferment status. A key prerequisite is that the user’s information must be current in the Unified State Electronic Database on Education (USEDE).

The Reserve+ system will verify the applicant’s primary workplace and confirm they are employed for at least 0.75 of a full-time position. Additionally, users must demonstrate their eligibility for a deferment based on their role in higher education. The following groups are eligible to apply for an online deferment:

  • Employees of the Presidium of the National Academy of Sciences of Ukraine,
  • Staff of national specialized academies of sciences and their administrative offices.

This service will also be open to scientific-pedagogical and pedagogical staff working at institutions of higher, professional pre-higher, and vocational education.

To request a deferment via Reserve+, users must log into the application and submit a request. The introduction of these new rules aims to streamline the deferment process and make it more accessible for eligible categories of workers.

These updates to the Reserve+ system reflect the Ukrainian Ministry of Defense’s efforts to modernize processes related to military registration and deferments.

With the new regulations, authorities hope to improve the efficiency of handling requests and reduce bureaucratic hurdles for educational workers entitled to a deferment. This, in turn, could help retain personnel in critical sectors such as science and education during the ongoing conflict in the country.
