According to Novyny.live: Vitaliy Kim, head of the Mykolaiv Regional Military Administration, has outlined key areas for state spending, emphasizing the need to balance defense, social welfare, and human development. He stressed that security remains the foremost concern.

"I am convinced that the priority is security — first and foremost," Kim emphasized.

Kim highlighted the critical need for Ukraine to invest in its people and develop skilled professionals, pointing to a current shortage of engineers and doctors.

"We lack engineers, doctors, because education and the social sphere have long been funded on a leftover principle," he noted.

The governor also stated that the majority of weaponry used against Russian forces is now produced domestically in Ukraine. He argued that the budget must be carefully balanced to

"adequately fund the military, while not losing ground in weapons production."

Consequently, strategic spending directions must include:

• support for defense capabilities;
• development of human capital.
