New Right for Ukrainian Citizens to Enjoy Waterfront Recreation

According to Novyny.live: Starting in the summer of 2026, Ukrainians will have the right to use rivers and ponds free of charge, regardless of whether those bodies of water are under lease. This change is grounded in the Water Code and Land Code of Ukraine, which forbid blocking access to shorelines. As a result, lessors will be prohibited from erecting fences or other structures that hinder public entry to the banks.

Citizen Entitlements and Lessor Accountability

Under the updated regulations, people can freely utilize water resources. Their rights include:

  • boating,
  • swimming,
  • relaxing by the water,
  • engaging in amateur and sport fishing.

Additionally, free access to the shore and docking during daylight hours will be permitted.

Lessors who attempt to restrict water access will face fines. For individuals, the penalty ranges from 3,400 to 6,800 hryvnias, while officials may be fined between 6,800 and 11,900 hryvnias. Repeat violations will increase these amounts to 11,900 hryvnias for citizens and 17,000 hryvnias for officials.

However, certain exceptions apply. Lessors can only limit shoreline access in:

  • sanitary protection zones,
  • areas of high-risk facilities,
  • nature reserves,
  • children's camps, sanatoriums, and other specialized institutions.

These rules aim to strike a balance between public rights to water resources and the need for safety in specific areas.

This initiative is expected to boost Ukraine's tourism sector and recreational opportunities, as open waterfront access encourages water-based tourism. An increase in visitors may also drive infrastructure improvements in coastal zones, benefiting regional economies. Effective implementation and oversight will be key to preventing potential abuses by lessors.
