Teacher Salaries to Rise in Ukraine: New Minimum Pay Rates Starting January 1, 2026.
Salary Increases for Ukrainian Educators
According to Novyny.live: Starting January 1, 2026, Ukraine will implement higher official salaries for teachers, as approved by the Cabinet of Ministers. This policy includes a minimum wage increase set to take effect in April 2026. The base pay rate for educators that year will be 3,470 hryvnias.
Under the new regulations, the minimum salaries for uncategorized teachers will start at 6,315 hryvnias. For those with a second-level certification, the floor will be 7,356 hryvnias; for first-level certification, 7,877 hryvnias; and for top-tier certification, no less than 8,397 hryvnias. Cabinet of Ministers Resolution No. 1749, dated December 26, 2025, mandates an automatic 40% increase in pedagogical staff salaries.
Minimum Teacher Wages in April 2026
In April 2026, the minimum salaries for teachers across different tariff grades will be as follows:
- For tariff grades 10-11: from 11,883 hryvnias;
- For tariff grade 12: from 13,413 hryvnias;
- For tariff grade 13: from 14,179 hryvnias;
- For tariff grade 14: from 14,943 hryvnias.
After tax deductions, including an 18% personal income tax and a 5% military levy, teachers' take-home pay will be reduced by 23%.
Additionally, a prestige allowance of at least 5% is planned. Teachers working in challenging conditions will receive a monthly supplement starting at 2,000 hryvnias. Some educators may also qualify for a bonus of up to 50% of their base salary, while those in mountainous areas are entitled to a special 25% allowance.
These changes mark a significant step toward improving working conditions and financial support for educators in Ukraine.
The rollout of higher teacher salaries is part of Ukraine's broader strategy to strengthen its education system. This initiative is expected to attract new professionals to the field and help retain experienced teachers. Boosting pay could also enhance teacher motivation, which in turn should lead to better learning outcomes for students.
