Key Changes to the eOselia Housing Initiative

According to Мінфін — Крипто/Фінанси: Starting July 17, 2026, the government-backed eOselia program introduces revised terms designed to make homeownership more accessible for a broader range of borrowers. The updated initiative specifically targets support for combat participants, individuals with war-related disabilities, war veterans, and families of deceased veterans and military reservists.

Under the new framework, eligible borrowers will benefit from a preferential interest rate of 3% per year for the first decade, after which the rate will rise to 6% starting in year 11. Loans issued between January 11 and July 17, 2026, will also be subject to these adjusted rates. Maximum property size limits under the program are set at 115.5 square meters for apartments and 125.5 square meters for houses.

Eligibility and Participation Requirements

Households applying for the program may include children up to age 21 who live with the borrower. Notably, housing that has been destroyed due to the war will not be counted when assessing a family's current living space. Additionally, internally displaced persons can use a housing voucher to cover their initial down payment.

To activate the voucher mechanism, lawmakers must pass Bill No. 15335. The list of eligible participants includes:

  • Combat participants
  • Individuals with war-related disabilities
  • War veterans
  • Families of deceased or fallen war veterans
  • Families of deceased or fallen defenders of Ukraine

These adjustments aim to widen housing access for vulnerable groups affected by the ongoing conflict.

The eOselia program update reflects the Ukrainian government's commitment to supporting vulnerable populations impacted by the war. A critical next step remains the approval of the housing voucher bill, which could significantly influence the program's implementation and its effectiveness in providing homes to those in need.
