Citizen Appeals and the Performance of the State Service for Food Safety and Consumer Protection

According to Мінфін — Крипто/Фінанси: In the first half of 2026, the State Service for Food Safety and Consumer Protection (Derzhprodspozhyvsluzhba) resolved more than 6,500 citizen complaints in their favor, resulting in the return of 32.5 million Ukrainian hryvnias to consumers. According to official data, the agency’s regional offices received a total of 12,072 proposals, applications, and grievances. The most frequently reported issues fell into the following categories:

  • Service provision – 5,223 cases
  • Purchasing goods – 3,216 cases
  • Online or distance shopping – 3,633 cases

The agency identified 107 instances where service providers violated the terms of their contracts with consumers. Additionally, there were 23 cases of non-compliance or delayed compliance with official directives. Inspectors also recorded 15 instances where officials were obstructed during inspections, and 6 cases where required information about a product or seller was missing.

Outcomes and Administrative Penalties

As a result of its enforcement efforts, the State Service issued 111 orders to halt violations. Consequently, 91 individuals were held administratively liable, facing fines totaling nearly 19,700 UAH, and 106 business entities were also penalized. The total amount of administrative and economic sanctions imposed reached almost 12 million UAH.

These figures demonstrate the agency’s active role in safeguarding consumer rights and enforcing compliance with consumer protection laws. The rise in both the number of complaints and detected violations may reflect either greater public awareness of consumer rights or stricter market oversight. The service’s prompt response to citizen appeals and its imposition of administrative sanctions are crucial steps toward ensuring fairness for consumers.
