The peace plan has removed amnesty for war criminals: what has changed

According to ТСН: In the updated 'peace plan', created after negotiations in Geneva, the provision on amnesty for individuals involved in war crimes has been excluded.

This was reported by Ukraine's ambassador to the USA, Olga Stefanišina, in an interview with DW.

“After Geneva, a number of agreements were formed. There are some things we can truly confirm, and some that still need to be discussed with Europeans. For instance, there was a lot of speculation regarding this provision on amnesty, and I can say for certain that it is not part of these 19 points. Therefore, this provision is not there because it is extremely controversial, and it is a matter of justice, and there have been many different misinterpretations,” said Stefanišina.

She also did not directly answer the question of whether Russia would be held accountable for its actions in Ukraine:

“While we are waiting for a public reaction from the Russian administration regarding the plan, I would not want to delve deeper into this issue. But I think this provision has caused a lot of speculation and misinterpretations, and it is very important that it is not there, it has changed after the discussions and negotiations that the Ukrainian delegation conducted in Geneva.”

According to Western media, the updated 'peace plan' has been reduced from 28 to 19 points. Which specific provisions were removed is not specified, but the 'most sensitive' issues were left to the discretion of the Presidents of the USA and Ukraine.

It should be noted that it was previously reported that the USA and Ukraine made significant progress in negotiations in Geneva. The parties were able to agree on updated provisions of the peace plan, which is to serve as the basis for further dialogue regarding the cessation of war.

These changes indicate that negotiations between Ukraine and the USA are gaining momentum, raising hopes for progress towards peace. The new positions expressed, particularly regarding amnesty, could greatly influence the further course of diplomatic efforts and at the same time highlight the difficult situation all participants in the dialogue find themselves in.
