Ukrainians without paid fines are denied conscription exemption: what to do.

Why there are problems with exemption
The status of a critical enterprise provides a significant competitive advantage in the labor market, as conscripted men actively seek vacancies with the possibility of exemption.
However, as lawyers point out, the exemption process can be complicated. Often, issues arise that are not of an economic nature: individuals whom the enterprise wishes to exempt may be wanted by the TCC or may not have military registration documents.
A mandatory condition for exemption is the presence of updated data about the employee in the 'Reserve+' system. If the data is not updated, the system does not recognize the employee as conscripted.
The employee can independently check their status in the 'Reserve+' app. If there is a mark about being wanted, it is necessary to contact the TCC to resolve the situation. Otherwise, obtaining an exemption will be impossible, even if the employer neglects to check the documents.
What deputies propose
On the other hand, deputies have already submitted bill No. 13335 (from May 30, 2025), which proposes to allow the exemption of employees who are wanted by the TCC or do not have military registration documents, except in cases of violations of Articles 336 and 337 of the Criminal Code of Ukraine, which relate to evasion from military service.
It is worth noting that the rules for obtaining deferrals in Ukraine will change. It concerns providing deferrals to students and educators.
We also informed that 'Reserve+' has introduced the option to pay fines for failing to appear at the draft notice.
Ukrainian citizens who have not resolved their issues with the TCC will not receive the opportunity for exemption in case of mobilization, and also risk losing their jobs at enterprises that are critical to the economy of the country. Deputies have already presented a bill that may resolve this situation, allowing for the exemption of employees, even if they may be wanted or do not have the relevant documents, except in cases of violations of the law regarding evasion from military service.Read also
