How Former Prisoners of War Can Secure a Mobilization Deferral Through Administrative Service Centers.
Deferral Eligibility After Captivity
According to Novyny.live: Ukrainian defenders who have been released from captivity are eligible to receive a deferral from military mobilization. To obtain it, they must apply at a Center for Administrative Services (TsNAP). Crucially, this deferral is automatically renewed every 90 days, provided it was initially granted for the entire period of mobilization.
On February 18, 2023, Ukraine's Ministry of Defense announced new rules governing the deferral process. The procedure for obtaining a deferral was simplified starting November 1, 2022, marking a significant step in supporting service members. The primary proof of an active deferral is an electronic military registration document in the 'Reserve' system. This document allows defenders to confirm their status and thereby avoid mobilization.
How the New Rules Affect Mobilization
It is also important to note that citizens with disabilities are removed from military registration, which similarly impacts mobilization matters. These new regulations and the simplified deferral process create vital opportunities for defenders returning from captivity to receive necessary support during a difficult period of reintegration.

The measures acknowledge the contributions these individuals have made to national defense and grant them an opportunity to readjust to civilian life without the added pressure of mobilization. Furthermore, streamlining the deferral procedures can enhance transparency and efficiency within the military registration system.
