The Verkhovna Rada Committee on Humanitarian and Information Policy decided to finalize the bill on regulating the Telegram messenger. The bill should be registered in the Verkhovna Rada by the end of September.

The Verkhovna Rada Committee on Humanitarian and Information Policy decided to consider the bill on regulating the Telegram messenger. According to the committee's report, the bill should be registered by the end of September.

A working group was created to finalize the bill, with the Ministry of Digital Transformation to be involved in the work. According to the committee's decision, the need to regulate Telegram lies in ensuring the national security of Ukraine. According to MP Mykola Knyazhytskyi, the author of the bill, Telegram can be used in operations against Ukraine, ranging from informational military activities to the collection and use of state and personal data.

According to Knyazhytskyi, the bill proposes the introduction of non-coercive regulation of information-sharing platforms, which does not provide for blocking, sanctions for users, de-anonymization of channels, or legal persecutions. He emphasizes that the key principles of the law are the platform's cooperation with Ukrainian authorities on compliance with the law and the absence of owners who pose a threat to Ukraine's national security.

  1. The platform must cooperate with regulatory authorities and comply with the laws of Ukraine.
  2. The platform must guarantee the safety of Ukrainian users and not have ownership by Russian entities or citizens of the aggressor country.

The relevance of regulating Telegram is currently increasing after Pavel Durov was released from custody according to a French court decision. Durov is suspected of co-managing an online platform that helps users conduct illegal transactions, distribute images of child sexual abuse, and trade drugs. Additionally, he is accused of money laundering and refusing to cooperate with judicial authorities. A technical investigation into possible violations of the EU Digital Services Act by Telegram has also been initiated by the European Union's Joint Research Centre.
