According to TSN.ua: Ukrainian President Volodymyr Zelenskyy has stated that Russia's readiness to end the war is contingent on the United States. He informed NATO Secretary General Mark Rutte about meetings held between the Ukrainian negotiation team and their American counterparts, as well as preparations for upcoming three-way talks. The United States has been a primary military and diplomatic backer of Ukraine since the full-scale invasion began in 2022.
