Spending the 'Winter Thousand' Payment

According to TSN.ua: Ukrainians have until June 30 to spend a special state assistance payment of 1,000 hryvnias, known as the 'Winter Thousand,' on eligible food items. The funds, which became available for use in mid-December, are designed to help cover essential grocery costs during the challenging winter months. This initiative is part of a broader social support program responding to current economic pressures.

Spending Rules and Restrictions

The payment cannot be used for imported goods or excisable items like alcohol and tobacco. Purchases must be made at participating stores using payment terminals with specific Merchant Category Codes (MCC). The eligible MCC codes are:

  • 5411 - Supermarkets and grocery stores
  • 5499 - Markets, specialty food stores, and shops selling semi-prepared foods

The official list of participating retailers is regularly updated to provide citizens with current information on where the funds can be spent. In a separate health initiative, some Ukrainians over the age of 40 are receiving invitations for free health screenings, which include a 2,000 hryvnia allocation for medical examinations. This program aims to support public health during a difficult period.

The introduction of the 'Winter Thousand' is a component of the government's effort to provide social support amid economic instability driven by factors including war and inflation. Direct financial aid for groceries and medical check-ups can significantly ease the burden on households, particularly in winter when food expenses typically rise. These measures highlight the role of state initiatives in supporting vulnerable segments of the population.
