The necessity of cooperation with the USA and Europe

It is currently impossible to stop Russia's war against Ukraine without the active involvement of the United States. However, Kyiv cannot discuss this solely with Washington, as it is critically important to create a security guarantee system. Igor Popov, an expert at the Center for Analytical Studies 'United Ukraine', shared his thoughts on the FREEДОМ TV channel.

“We cannot discuss this only with Washington, because after stopping the war, it is critically important for Ukraine to create a security guarantee system, and this system cannot be established without the participation of European countries. Therefore, it is important to work with Europeans and collaborate with both Europeans and Americans,” the political scientist is convinced.

Key blocks of security guarantees

The expert reminded that President of Ukraine Volodymyr Zelensky has already identified three main directions of security guarantees.

“The head of state once again confirmed the priority first of maintaining a sufficiently numerous and capable Ukrainian army, second — the military-industrial complex, which needs sufficient investments for many years, and third — diplomatic mechanisms for responding from partner countries in case of new aggression. These are the three main blocks of security guarantees,” Popov said.

Popov also noted that there is another level of questions — this is the acceleration of Ukraine's EU membership and obtaining financing for the country's reconstruction. All these issues are actively discussed, and there is a role for both the USA and European countries in them.

Comments on Ursula von der Leyen's statement

Igor Popov commented on the words of European Commission President Ursula von der Leyen that “Europe will only be safe if its eastern border is secure.” She expressed the opinion that the EU must work to strengthen Ukraine's Armed Forces.

“The words are very correct. Indeed, Ukraine in this case is not a beggar for help. Ukraine is a partner in building a regional security system together with other European countries, taking into account the military risks posed by the Russian Federation,” Popov emphasized.

Popov stressed that such statements should be backed by concrete decisions.

“I am very pleased that today there is information that mechanisms are being worked out to use frozen Russian assets for the reconstruction of Ukraine. This is already the next stage of using money — not only the interest from frozen assets but the principal. They say that there is an option to use this money for injecting into the Ukrainian economy without direct confiscation. This will be very specific assistance,” the political scientist said.

Prospects for Ukraine's EU membership

Popov reminded that in September there will be a meeting of the Council of the European Union, where Kyiv hopes to start negotiations on Ukraine's EU membership.

“And we hope that the issue with the Hungarian leadership's resistance to this topic will be resolved through the joint efforts of the EU leadership, Donald Trump, and all those involved. This will also be a concrete reinforcement of this thesis. And, of course, the allocation of resources for the purchase of weapons, both from Europe and the USA, to replenish the combat capability of the Ukrainian army,” summarized the guest of the show.
