Lawyer Rostyslav Kravets stated that there are no 'combat summons' in Ukraine, but there are mobilization orders. He is convinced that the country needs real mobilization, not a multitude of criminal proceedings. In his speech, the lawyer emphasized that so-called 'combat summons' is just jargon, and in fact, there is a system of mobilization orders. Kravets believes that imposing criminal liability on those who evade military service does not solve the mobilization problem, but only creates the illusion of fighting evasion. According to him, about 2000 such cases were opened from January to June. The lawyer called for a review of the state's approach to staffing the army and abandoning judicial persecution of those liable for military service in favor of systematic management of mobilization. He emphasized that mobilization, not criminal proceedings, is crucial for Ukraine. The Ukrainian lawyer also stressed that the state should focus on effective army staffing rather than punishing those who evade military service. In the context of military challenges and mobilization issues, it is important to understand the legal nuances and adherence to national defense procedures without unnecessary administrative pressure on citizens.
