Account seizures and fines: what happens if you miss the delivery of a summons by 'Ukrposhta'.
The new rules for delivering summonses via Ukrposhta are causing concern among Ukrainians. They are now generated automatically with the electronic signature of the head of the TCC and SP, after which they are sent via the postal operator.

According to lawyer Yevhen Filypets, the process began on May 18, when the relevant changes were made to regulatory acts.
The human rights advocate noted that the first to receive summonses will be those citizens who updated their data in the 'Reserve+' app. After receiving the summons, the person must appear at the territorial recruitment center within two weeks. Failure to appear may result in administrative liability.
The lawyer particularly emphasized that the process of imposing fines occurs without the person’s knowledge. A citizen may learn about sanctions only when the enforcement service begins actions for compulsory collection, including the blocking of bank accounts. To avoid surprises, Filypets recommends regularly checking the Debtor Registry.
According to available information, more than 6,000 summonses have been sent since the new system was implemented.
