Amendments to Ukraine's Law 'On State Aid to Families with Children'

According to Novyny.live: A legislative proposal in Ukraine seeks to amend the Law 'On State Aid to Families with Children,' aiming to broaden financial assistance eligibility to all parents, including those registered as individual entrepreneurs (sole proprietors). The draft bill has been under review by the Finance Committee of the Verkhovna Rada of Ukraine since May 26. This initiative targets a gap in the current system, which excludes certain self-employed professionals from key child-related benefits.

Under the eYasla program, parents can receive between 8,000 and 12,000 hryvnias in aid if they return to work once their child turns one year old. These payments continue until the child reaches three years of age. However, not all parent categories are eligible. Specifically, the benefit is unavailable to:

  • Foster parents;
  • Kinship caregivers (patronage educators);

Additionally, the supplement is accessible to unemployed citizens who are fully responsible for minor children or grandchildren.

If the amendments pass, mothers or other legal guardians of a child would receive childcare assistance on par with salaried employees. Currently, parents who cannot access this support include individual entrepreneurs, lawyers, notaries, and auditors.

Impact on Family Finances

The proposed legal changes could significantly improve the household budgets of many Ukrainian families, particularly those working in self-employment or professions currently excluded from state aid. Expanding the pool of eligible recipients for financial support would likely enhance the living standards of families with children and help reduce social inequality. This reform also represents a crucial step toward bolstering Ukraine's demographic outlook.
