Taxes Abroad: How Ukrainians Should Declare Income from Abroad.
According to ТСН: Ukrainians living abroad and earning income must declare this income in Ukraine. However, they do not need to pay taxes again if they have already been paid in another country.
This information was provided by the Acting Head of the State Tax Service of Ukraine, Lesia Karnauh. She noted that when submitting a declaration, citizens must indicate that they were tax residents of another country for a certain period and have paid taxes there.
"If a person has income that has already been taxed abroad, then in Ukraine it is not taxed again. Only that part of the income that has not been taxed by another jurisdiction is subject to taxation," explained Karnauh.
Lesia Karnauh also mentioned the international system for the automatic exchange of financial information, CRS, which allows tax authorities in different countries to exchange data about taxpayers' accounts. She reported that Ukraine is ready for such an exchange with 121 countries around the world, but the information received may be used solely for tax purposes.
"The tax service does not provide data for criminal prosecution. We have the right to refuse to provide information if we see that it is requested for purposes not defined by the international convention," emphasized Karnauh.
Thus, Ukrainian refugees in the EU do not pay taxes twice, but are still required to declare their foreign income according to Ukrainian law.
In addition, the German government has approved a large-scale reform of the social system, which involves the abolition of Bürgergeld (unemployment benefits) in its current form. Now Jobcenters have the right to completely stop payments for ignoring meetings, and the savings requirements for recipients will become much stricter.
These changes are important for thousands of Ukrainians seeking new opportunities abroad. Declaring income in Ukraine will help avoid double taxation, and the reform in Germany reflects pan-European efforts to improve social support in the face of modern economic challenges.
