Serhiy Karabuta Confirmed as Ukrainian MP, Replacing Deceased Lawmaker.
Serhiy Karabuta's Parliamentary Appointment
According to TSN.ua: The Central Election Commission of Ukraine has officially declared Serhiy Karabuta a Member of Parliament, filling the seat left vacant by the death of Oleksandr Kabanov on January 14. Kabanov was originally elected in 2019 as the 132nd candidate on his party's list. Under Ukrainian electoral law, the next eligible candidate on the party list assumes the seat, which in this case is Serhiy Karabuta, who was listed as candidate number 156 for the 'Servant of the People' party.
Serhiy Karabuta's Background
Born in Kyiv on January 3, 1983, Serhiy Karabuta graduated in 2006 from the Institute of Tourism of the Federation of Trade Unions of Ukraine with a degree in management. He later co-founded and served as director of the travel company 'Tropikana Travel' LLC. In the 2019 parliamentary election, he ran as a non-partisan candidate on the 'Servant of the People' party list at position 156 but was not elected at that time.
According to regulations, the newly appointed MP must submit a registration package to the Central Election Commission within 20 days. The Commission is then obligated to make a formal registration decision within 5 days of receiving the documents. Following registration and the swearing-in ceremony in the session hall of the Verkhovna Rada, Serhiy Karabuta will officially begin his duties as a national deputy. The late Oleksandr Kabanov, who was 52, left a vacancy now filled by Karabuta. This process highlights the established legal mechanisms for maintaining parliamentary representation.
This succession underscores the fluid nature of Ukraine's political landscape, where party lists ensure continuity. Karabuta, having previously sought a parliamentary seat, now gets a second chance to contribute to Ukraine's legislative process, potentially drawing on his business and management background. The situation also illustrates the significant role political parties play in shaping parliament's composition and their responsibility in preparing backup candidates.
