Ukraine’s Constitution Day: How the Nation’s Founding Law Was Adopted on June 28, 1996.
Ukraine’s Constitution Day
According to Novyny.live: Ukraine observes Constitution Day on June 28, marking the adoption of its founding law in 1996 after five years of drafting. This date represents a pivotal moment in the nation’s post-Soviet development, as the Constitution established the legal framework for an independent Ukrainian state.
The Constitution of Ukraine was officially approved on June 28, 1996. The day before, on June 27, 1996, the Verkhovna Rada held a marathon session lasting nearly 24 hours, during which lawmakers debated the final text. The decisive vote took place at 9:18 a.m., with 315 deputies voting in favor of the document.
Structure and Significance of the Constitution
The Constitution includes a preamble, 15 chapters, 161 articles, and Transitional Provisions. It enshrines the core principles of governance and defines the national symbols: the Flag, the Coat of Arms, and the Anthem of Ukraine. Notably, the previous Constitution of the Ukrainian SSR was adopted in 1978, but the new charter was crafted to meet the challenges following Ukraine’s independence declaration in 1991.
Constitution Day also recalls the five-year search for compromise during the drafting process and the so-called Constitution Night, which remains a vivid memory. The holiday underscores the importance of human rights, freedoms, and democratic values embedded in the Constitution.
Interestingly, Ukraine has introduced a new holiday—Ukrainian Music Day—to be celebrated on May 27. However, Constitution Day continues to hold a central place in the national calendar, symbolizing the legal foundation of Ukrainian sovereignty and civil rights.
The Constitution holds special significance, particularly amid modern challenges, as it provides legal protections for citizens during wartime and other crises. Constitution Day thus serves as a reminder of the fundamental rights and freedoms guaranteed by the founding law and their role in ensuring the country’s stability and progress.
Beyond celebrating Ukraine’s legal status, Constitution Day is a crucial reminder of the need to uphold democratic values in society. In the face of current challenges such as war and socioeconomic difficulties, the Constitution remains a cornerstone for protecting citizens’ rights and freedoms, highlighting its importance for the stability of statehood. This holiday also offers Ukrainians an opportunity to reflect on achievements in human rights and legal governance, reinforcing the principles of democracy and the rule of law.
