Investors in green energy expect the state to have a plan to repay debts in order to continue the implementation of new projects in the energy sector.

The head of the energy law committee of the National Association of Lawyers of Ukraine, Oleksandr Trohimets, reported this.

"There are specific questions... for the state - when will there be at least a draft plan with a list of measures and at least some repayment terms of debts to the RE sector," said Trohimets.

He said that one of the main debtors to producers of green energy is the state-owned Ukrenergo.

"For the year 2022, the company's debt for the RE service amounts to 7.6 billion UAH, for 2023 - 3.7 billion UAH, and since the beginning of the current year, an additional 17.1 billion UAH has been accumulated," the expert specified.

He revealed that the National Commission for Energy and Utilities Regulation (NCEUR) plans to approve a transmission tariff for Ukrenergo at the rate of 665 UAH per MWh.

"Calculations to the RE producers may be close to complete if there are no excesses and 100% collections by Ukrenergo. However, on the other hand, the Commission in this transmission tariff version noticeably cut the expenditure items of Ukrenergo itself," Trohimets added.

In his opinion, in case of the worst-case scenarios regarding shelling, Ukrenergo will need a huge amount of funds for recovery.

He noted that if Ukrenergo does not have the necessary finances, the company will have no alternatives other than to "eat into" funds intended for payment for the RE service.

"Accordingly, in this case, debts to Guaranteed Buyer for the RE service for the next year will reappear," the expert emphasized.

Recently, an advisor to the Prime Minister of Ukraine, a member of the Supervisory Board of Ukrenergo, Yuriy Boyko, stated that Ukrenergo will increase its existing debt for the service of increasing the share of electricity from renewable sources by at least 8 billion UAH this year.
