The government prepares compensations for excise tax on cars for military personnel: who will receive benefits

The Ukrainian government is preparing a new support program for military personnel, which will be part of a broader approach to dignified provision for servicemen after the end of the full-scale war. It concerns the compensation of the excise tax on cars paid after the vehicle is imported into the customs territory of Ukraine.

This was reported by the head of the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy, Danilo Hetmantsev, in an interview for Novyny.LIVE.

What benefits are being prepared for military personnel

According to the speaker, combat participants need to be provided with important tools for life, such as housing and transport, so that they do not require additional resources after the war. This will be the focus of the new program being prepared by the Cabinet of Ministers. It will be part of the comprehensive support for military personnel.

'The Cabinet is preparing a program that would allow compensating part of the taxes paid at the border after importing into the customs territory of Ukraine. This concerns the excise tax on cars. This tax will specifically be compensated to combat participants through the electronic resources available today',
noted Hetmantsev.

He announced that the program would be presented by the Prime Minister and President soon. He added that the government does not plan to establish total benefits, as it did at the beginning of the full-scale war, during which speculators exploited this erroneous decision. However, the compensation will only be extended to combat participants.

What benefits do war veterans have

They are listed in the law 'On the status of war veterans, guarantees of their social protection.' Military personnel with the status of combat participants can expect:

  • free medicines by prescription;
  • sanatorium and resort treatment;
  • priority free dental prosthetics;
  • 75% discount on housing and communal services;
  • free travel on all types of urban and suburban transport (except taxis);
  • payment of benefits for temporary incapacity for work in the amount of 100% of average salary;
  • exemption from taxes and fees.

The state has also granted combat veterans the right to obtain a loan for the construction, reconstruction, or major repair of houses, and connection to engineering networks. Additionally, military personnel receive educational support, including partial payment for education from state/local budgets.

What else Ukrainians should know

It is important to note that some servicemen receive 'uplift payments' — a sum of assistance equal to a monthly salary plus 50% for each family member. Such support is provided in the case of the forced relocation of the military.

We also wrote that the wives of combatants can expect a range of social guarantees and benefits from the state. For example, free medicines by prescription, priority improvement of living conditions, discounts on communal services, etc.

The Cabinet of Ministers of Ukraine is preparing a new support program for military personnel, which includes compensation for the excise tax on cars for combat participants. This will be part of comprehensive support for military personnel to provide them with essential resources for life. In this program, total benefits, which were previously exploited by speculators, will be avoided, and the focus will be solely on combat participants. It is known that military personnel receive a range of social guarantees and benefits, including free medicines, discounts on communal services, free transport, and more.
