Dollar at 45 hryvnias and above: official exchange rate guideline announced.
Forecast for Upcoming Years
The Ministry of Economy of Ukraine has prepared a macroeconomic forecast, predicting the expected exchange rate of the dollar for the next three years. This information was disclosed by Yaroslav Zheleznyak, the first deputy head of the parliamentary Finance Committee.
According to the forecast, the average exchange rate of hryvnia to dollar in 2025 will be 43.3 UAH, in 2026 - 44.7 UAH, in 2027 - 45.2 UAH, and in 2028 - 45.6 UAH. Regarding the end of the year, the exchange rate of the dollar is predicted to be at 43.7 UAH in 2025, 44.8 UAH in 2026, 45.3 UAH in 2027, and 45.8 UAH in 2028.
Expected Economic Indicators
The Minister also provided other important figures. For example, the nominal GDP of Ukraine in 2026 is expected to be at 10,443.5 billion UAH, in 2027 - 11,920.9 billion UAH, and in 2028 - 13,471.7 billion UAH. The consumer price index (inflation) is projected to be at 9.7% in 2026, 7.1% in 2027, and 5.6% in 2028.
The minimum wage is also expected to rise - to 8,688 UAH in 2026, 9,374 UAH in 2027, and 10,059 UAH in 2028. The subsistence minimum for working-age individuals will be 3,288 UAH in 2026, 3,482 UAH in 2027, and 3,667 UAH in 2028.
Yaroslav Zheleznyak also emphasized that the government should approve the Budget Declaration for the upcoming years by June 1. He noted that some changes may be possible, but they will likely be minor.
