Former Deputy Head of Ukraine's Presidential Office Wanted in Multi-Million 'Green Tariff' Probe.
Events Surrounding Rostyslav Shurma
According to TSN.ua: Rostyslav Shurma and his brother Oleh have been declared wanted on suspicion of misappropriation of property and money laundering of criminally obtained assets. They are suspected under Part 5 of Article 191 and Part 3 of Article 209 of the Criminal Code of Ukraine. Rostyslav Shurma is a former deputy head of the Presidential Office and a former member of the supervisory board of Naftogaz Ukrainy, the state energy giant.
In September 2024, Rostyslav Shurma was dismissed from his post as deputy head of the Presidential Office. He subsequently traveled abroad, where law enforcement officers visited him to conduct searches at the request of Ukraine's National Anti-Corruption Bureau (NABU). In January 2026, NABU and the Specialized Anti-Corruption Prosecutor's Office (SAPO) released recorded conversations which allegedly show Shurma's control over 'green tariff' payments. This case highlights the ongoing challenges of corruption in Ukraine's post-war reconstruction efforts.
Investigation Details
The investigation concerns commercial power generation facilities in the Zaporizhzhia region. According to the information, the state may have paid over 320 million hryvnias for electricity to stations linked to Shurma's brother. The investigation is ongoing, and further details of the case will be known later.
This case draws attention to the issue of corruption in Ukraine, particularly in the energy sector where state payments can be misused. It also underscores the critical role of the country's anti-corruption bodies, such as NABU and SAPO, in combating illicit schemes. Further investigations are expected to reveal new facts and potentially hold other individuals connected to this case accountable.
