This prosperity plan for Ukraine is being developed based on a needs assessment by the World Bank and is structured around five core pillars:

• Accelerating integration into the EU's single market;
• Increasing foreign and domestic investment;
• Improving coordination among international donors;
• Advancing critical governmental and economic reforms.

European Commission President Ursula von der Leyen confirmed that work on the package is progressing successfully. This initiative represents a strategic shift from immediate humanitarian aid to long-term reconstruction.

The summit also addressed the urgent need to restore Ukraine's electricity supply, which has been a primary target of Russian attacks. Discussions included the potential deployment of 447 emergency generators with a combined capacity of 3.7 million units to help stabilize the power grid.
