A Phased EU Membership Plan for Ukraine by 2027
According to UATV: The European Union is developing a proposal for Ukraine to gradually assume certain membership rights and obligations before completing all required reforms, with the goal of a political decision on full membership by 2027. This represents a potential major shift in the bloc's traditional approach to enlargement. Igor Zhovkva, Deputy Head of the Office of the President of Ukraine, confirmed the country's readiness to begin negotiations across all thematic clusters in the first half of 2024, with three of the six clusters already under discussion.
Obstacles and Challenges on the Path to Membership
Despite this progress, significant hurdles remain. Hungarian Prime Minister Viktor Orbán has voiced opposition to Ukraine's EU accession, which could complicate negotiations and Ukraine's alignment with EU standards. The political landscape may be influenced by Hungary's elections scheduled for April 2024. For Ukraine, EU membership is viewed as a cornerstone for future security guarantees for itself and for Europe, as stated by Igor Zhovkva.
This phased membership concept, initially reported by Politico, would mark a fundamental change in how the EU integrates new countries. While opening new opportunities for Ukraine's European integration and strengthening its international standing, the plan also leaves complex questions requiring diplomatic resolution at the international level. Resistance from certain member states, notably Hungary, poses a serious challenge that will demand concerted diplomatic efforts. The situation remains fluid, and the subsequent steps taken by both the EU and Ukraine will critically shape the future of their cooperation.
