According to Bloomberg, member states are considering alternative mechanisms that would allow them to avoid such blockages. It has been proposed to shift from the principle of unanimity to qualified majority voting, which could apply in certain cases by decision of the European Council.

The main source of the problem is Hungary's position, which opposes European initiatives on the Ukrainian issue, financial aid, and the accession procedure to the EU.
Last week, Hungary did not support the condemnation of Russian attacks on Ukraine, which resulted in the deaths of 25 people. This move provoked outrage in Kaja Kallas, the EU's High Representative for Foreign Affairs, as Hungary is obstructing the use of the 6.6 billion euro fund to compensate member states' costs related to the consequences of the conflict in Ukraine.
