This milestone marks a significant step in Ukraine's integration into the EU, as the country has already aligned 99% of its foreign policy with EU standards. The opening took place on July 14, 2023.

For context, this process is part of a broader effort to bring Ukraine closer to EU membership, a journey that began with its application for candidacy. Just one month earlier, the 'Fundamentals' cluster—covering core governance principles—was opened. The European Commission is now pushing to open the remaining four clusters as quickly as possible, signaling a renewed pace in the negotiations. Obstacles and Advances in the Talks

Earlier rounds of negotiations had been stalled by Hungary's previous government, particularly under former Prime Minister Viktor Orbán, highlighting the need for consensus among EU member states. As Marta Kos stated, 'Ukraine's integration into the EU benefits both sides. It will make us all more secure and also strengthen Europe's industrial base.'
