- Mariya Sittel, a news anchor for Russian state television;
- Pavel Zarubin, a well-known Russian propagandist who has exclusive access to Vladimir Putin;
- Roman Chumakov, a Russian actor and singer;
- Sergei Polunin, a Russian ballet dancer of Ukrainian origin.
The imposition of these sanctions underscores the EU's efforts to counter the disinformation and propaganda spread by Russia. These individuals are seen as key voices in a state-controlled media apparatus that the EU considers a direct threat to its security and democratic integrity.
