The document from the German Ministry of Defence, which is based on the report from the Institute for the Study of War (ISW), explains that Russian attacks on critical infrastructures in Germany are increasing and may indicate preparations for a more serious armed conflict. Cyberattacks from Russia are seen as part of these preparations.

Threat Assessments

Berlin believes that Russia may quickly target Germany's energy and defence infrastructure, as the country is a crucial NATO hub for coordinating military activities. There are fears that Moscow could consider Germany as one of the primary targets for missile strikes and other forms of military action after the onset of an open conflict with NATO.

Outlook on the Conflict

The document also states that Russia is likely to have strategic plans for military actions against NATO only after 2029, even if the war in Ukraine continues.

"ISW continues to assess that Russia likely poses a significant threat to NATO before many Western assessments, especially in the event of a future ceasefire in Ukraine, freeing Russian troops and allowing Russia to rearm and recover," American analysts emphasize.

Kremlin Campaign

The institute believes that Russia's secret attacks on German infrastructure are part of the 'Zero Phase' campaign aimed at creating the informational and psychological conditions for preparing for a potential war between NATO and Russia.

Valeriy Pekar, a lecturer at the Kyiv-Mohyla Business School, previously revealed the plan of Vladimir Putin to destroy Europe. He noted that the Russian dictator wants the collapse of Europe, and it is not necessary to send his tanks for this; attacks can also be carried out without using ground troops.

These statements underscore the seriousness of the threats facing NATO countries, particularly Germany, in the context of strained relations with Russia. Security issues in Europe remain relevant, and the situation could change significantly in the coming years if Russia continues destabilizing actions on the continent.
