Public Anti-Corruption Council on the Defence City program
The official statement of the Public Anti-Corruption Council at the Ministry of Defense of Ukraine appeared on Facebook. According to them, the Defence City program is aimed at supporting Ukrainian manufacturers in the defense sector by amending legislation.
The new draft laws propose amendments to various codes of Ukraine. However, in the opinion of the Public Anti-Corruption Council, such changes may also have negative effects.
The current version of the document includes provisions that practically provide for the complete exemption from criminal liability of individuals who committed offenses during the execution of defense orders - even if these violations were proven.
- The model operates in manual mode, which creates risks for the system;
- Companies that are residents of Diia.City cannot participate in Defence City, which creates unnecessary barriers;
- The profit tax exemption complicates life for taxpayers, etc.
The Public Anti-Corruption Council calls for not voting for the draft law on amendments to the Criminal and Criminal Procedure Codes. The Council also urges the industry and the public to familiarize themselves with the draft laws and submit their own proposals for improving the system.
Yuriy Hudymenko, head of the Public Anti-Corruption Council at the Ministry of Defense, emphasized that the draft law #13423 'is complete hell, and nothing can be done with it except to throw it in the trash along with its authors.'
The publication highlights the position of the Public Anti-Corruption Council regarding the Defence City program, which has great potential for Ukrainian defense manufacturers. However, the Council points out the shortcomings and negative aspects of the proposed legislative changes, calling for a reasoned discussion and improvements.
