Following this, their personal information is entered into the 'Oberih' registry. To record this status of unfitness, a decision from the Military Medical Commission (MMC) is required. This procedure is a key element of Ukraine's broader mobilization efforts, which are managed by territorial recruitment centers.

Once declared unfit, the individual receives a medical certificate, which serves as a crucial document for all subsequent steps. It is important to note that updating the data in the 'Reserve+' app and the 'Oberih' system only begins after the regional Military Medical Commission has officially approved the decision on unfitness. As Serhiy Bohun explains,

“The process of updating data in the 'Reserve+' app and the 'Oberih' system will only start after the regional MMC has finally confirmed the decision on unfitness.”

Required Steps for Data Entry

Furthermore, a higher-level MMC ruling is necessary for the information to be added to the registry. A citizen can be declared unfit for service in the Armed Forces of Ukraine based on their medical certificate. After receiving this certificate, the individual must first visit the regional MMC to obtain an interim document, and then go to their local Territorial Recruitment Center (TRC) to have the unfitness decision recorded in the system. Vladyslav Deriy noted:

“Your status will not change automatically. You first need to contact the regional MMC to get an interim document, the 'Medical Certificate,' issued to you. After that, you must go to your TRC so they can enter the decision about your unfitness into the 'Oberih' registry.”

It is also worth noting that individuals deemed unfit for military service are removed from the military register. The phrase 'with removal from the military register' has been eliminated from the medical certificate, indicating a change in the procedure. These steps are part of a system designed to efficiently manage data on citizens who are unable to perform military duties.

The changes in the procedure for declaring unfitness for military service reflect the Ukrainian government's efforts to streamline processes related to mobilization. Entering data into the 'Oberih' registry and automating information updates may simplify procedures for citizens who cannot serve in the army.
