According to ТСН: The results of the research conducted by the Razumkov Center's sociological service from November 11 to 18, 2025, revealed interesting trends in the level of trust towards various institutions. The highest balance of trust and distrust was recorded in the Armed Forces of Ukraine (86.2%), the State Emergency Service (75.8%), volunteer organizations (66.8%), paramilitary groups (63.1%), and the Main Intelligence Directorate (53%).

Trust in Various Institutions

According to the published data, Ukrainians showed the greatest trust in:

  • The Armed Forces of Ukraine (92%)
  • The State Emergency Service (86%)
  • Volunteer Organizations (81%)
  • Volunteer Units (78%)
  • The National Guard of Ukraine (72%)
  • The Main Intelligence Directorate (71%)
  • The State Border Guard Service of Ukraine (70.5%)
  • The Security Service of Ukraine (65.0%)

Personal Trust in Kyrylo Budanov

Sociologists also recorded significant personal trust in the head of the GUR, Kyrylo Budanov. As of October 2025, according to a study conducted for American Political Services, Budanov's support rating in society stands at 57.6%.

These results indicate a high level of trust among Ukrainians towards key institutions that play an important role in ensuring the country's security and stability. Specifically, trust in the military and volunteers may reflect an appropriate assessment of their efforts during crises. Personal trust in Kyrylo Budanov also underscores the importance of personalities in leadership positions in the relationships between the state and society.
