Intelligence confirms the development of a strategic plan by Russia for the occupation of Ukraine
The Main Intelligence Directorate of Ukraine has confirmed the existence of a strategic document developed by Russia, which proposes the occupation of Ukrainian territory and its subsequent division. This document was created at the end of last year and describes the military-political situation up to 2045.
This document serves as the basis for prospective defense planning for 2026-2035 with a view to 2045
Deputy Chief of the Main Intelligence Directorate Vadym Skibitsky confirmed that the document was prepared by the Ministry of Defense and the General Staff of the Armed Forces of the Russian Federation. He told 'Interfax-Ukraine' that the document focuses on the coming years, and the plan includes the 'resolution of the Ukrainian issue' by 2026.
According to Skibitsky, Russia's goal is the complete occupation of Ukraine and the establishment of a pro-Russian or 'neutral' government in Kyiv to ensure Ukraine does not join NATO. The Russian side already considers the occupied territories as part of the Russian Federation, including Luhansk, Donetsk, Kherson, Zaporizhzhia, and Crimea. The Main Intelligence Directorate also warns of a possible exchange of this document with the USA through third countries, although there is currently no information about such a transfer.
'We see how quickly they can change their plans, depending on successes, the reaction of the international community, and the development of the situation,' emphasized Skibitsky.
