According to inkorr.com: The Department of Digital Transformation of the Kharkiv City Council signed an agreement with JSC 'Kyivstar' worth 588 thousand hryvnias to analyze migration flows of the city's residents. The operator will use subscriber information to monitor the movements of Kharkiv residents both within the city and in the region, including commuting migration, reports 'Glavcom' referring to the 'ProZorro' system.

The service involves studying the movement of the population of Kharkiv, particularly commuting migration. 'Kyivstar' will record both permanent and regular movements of people between Kharkiv and the region, taking into account various modes of transport.

The report for the period from January 1, 2021, to August 31, 2025, costs 420 thousand UAH, and four monthly reports from September to December 2025 will cost 42 thousand UAH each.

The main goal of the agreement is to implement digital solutions to enhance the efficiency of services based on data from 'Kyivstar'. The contract was signed without a tender, as the operator has exclusive rights to use its Big Data technologies and telecommunication data.

Kyivstar's Tariff Increase

Starting from September 24, 2025, mobile operator 'Kyivstar' plans to increase tariffs for prepaid and contract clients. New tariffs will be 300 UAH for 4 weeks for subscribers of the Love UA Light 2023 tariff and 225 UAH for 4 weeks for Superstrength Economy. The increase for contract subscribers will take place on October 1, when the tariff will rise to 250 UAH per month.

Reasons for the price increase include rising electricity costs, fuel expenses for generators, as well as the impact of inflation and currency exchange rates on the cost of services.

Data consolidation from 'Kyivstar' will allow the city authorities of Kharkiv to analyze migration trends more accurately. This could serve as a basis for creating programs aimed at improving the quality of life for residents. As a result of the tariff increase, 'Kyivstar' subscribers will have to pay more for communication services.
