According to Naumovych, Kharkiv has achieved results not yet seen in the capital. As of January 21, the city has an operational emergency response headquarters, a critical step in restoring urban infrastructure. This local initiative offers a potential model for other Ukrainian cities grappling with wartime destruction.
A key aspect of Kharkiv's recovery is the 'Energy Island' project, an initiative designed to improve the city's energy security by ensuring stable power resources amidst ongoing military actions.
